It goes without saying that this is illegal not just because of the failure to notify Congress but also from a UN standpoint. It is illegal every way you look at it, but the consequences, however...

Trump doesn't care about the UN. It's not like they'll do anything to him or the US anyway. Hell, world leaders who are obviously opposed to it are "calling for calm" rather than outright condemning it - the entire UN-aligned world is terrified of being blacklisted by him.

As for Congress, well it's just another in a line of things he's done without the supposedly required Congressional approval.
