Yeah, that's profoundly idiotic, but I can't say I'm surprised. I can't really understand the logic behind using live ammunition instead of blanks; unless you're on the receiving end, you're surely not going to see the effect. There's a Simpsons episode with a gag about fireworks; "Celebrate the birth of your country by blowing up a small part of it!" that I think applies here.

I really get the feeling the people in charge don't understand the deterrent value of a weapons stockpile, instead seeing them as expensive tools that ought to be used before they pass their expiry date. Business owners wouldn't be able to understand that you'd buy something you weren't going to use, and is just another example of why business owners shouldn't be running major nation-states.
