Hm. So what might be the best way to infiltrate. Is it feasible to enter during business hours, use my godly stealth ability to hide, get to the barracks and suit up as a guard? I'm presuming impersonating one will give me greater freedom to move around the place and snoop?

You'd have already had pretty free run of the place if you could sneak all the way to the barracks. If you're looking for notes with spare combinations on then I'm guessing the most likely place for that would be the overseer's office, which would be considerably easier to sneak into than the barracks I'm guessing.
You'd also have to get into the area by sneaking in the first place I imagine, seeing as its underneath what I assume is a pretty heavily defended fort.
I'll come with you to the entrance to the fort itself and then give you an hour after parting ways before I cast Sending to check on you. I'm sure Wrath could gauge how long you are in there doing stuff and let me know the appropriate time to send it. I'll be milling around in the shadows of a relatively built up area on the east shore until then waiting for your signal to raise a bit of trouble.

It may be pretty tricky to sneak in, I was planning on brazening it out as a customer, then hiding while inside, and being dressed as a guard I'm thinking is my key to an easy exit.

Clara explains that the guards don’t have a uniform as such - they’re basically pirates - but they do have a gold lapel pin which identifies them as vault guards, and the guards all know each other (i.e. it’s not just a random set of pirates that goes on guard duty each day). She says she could entice the young guard she befriended out for drinks if you want to detain and impersonate him, or otherwise dupe or make use of him somehow.

Slythe, Clara shows you a vial containing a sleeping potion which she intends to slip into Fitz’s drink after luring him to a rowdy watering hole called the Mermaid’s Lament, where someone suddenly falling unconscious would not draw attention. She asks you to meet her in the back alley after nightfall tomorrow so you can help her take Fitz somewhere of your choice, which would require a stealth check for transporting him about town.
Assuming you go ahead with that, is there anything anyone wants to achieve during the next day before Fitz is bundled away? If not, we’ll assume that you’re all laying low at Jeff’s ship/tavern, not causing too much trouble.

Clara got a 24 for her deception check while drugging Fitz, so along with your stealth roll you manage to smuggle the guard in a sack back to Jeff's under the cover of night.

Nice. I guess the first step is to dress myself in his clothes (my usual garb isn't particularly piratical, I don't think) along with the gold lapel pin. I'm going to use my disguise kit to make myself look a bit like him as well, so I'm not dependent on magic that people could potentially see through if they looked too closely, but I'll also wear a hood up to try to hide the deception a bit as well.

Yeah, it's about midnight now. You and Clara aren't certain whether off-duty guards would be allowed in out of hours, but as a minimum you imagine there would need to be a compelling pretense for it.
