Maybe he's less certain of victory than I assumed, given that he's obviously attempting to destabilise any credibility of a Biden victory. Of course if Trump wins then everything will have been 100% above board and the system will have worked as intended.

Assuming that's in reference to the video above, I'm 99% sure it's a joke. It's so well-done though (and the mental picture of the average Trump supporter) that it was only the line about "if I'm not wearing a face mask then I'm not wearing the life jackets they kept throwing to me" that clued me in.
