I'm not familiar with the area, but my best guess would be that it's some petty local trying to stop people parking up on the nearby B road to take photos of it. Whatever the reason, I don't understand how people can do this to an iconic landmark, a tree that's probably a hundred or more years older than the perpetrator. I'm sure some would balk at the title, but it was voted "Tree of the Year" in a country famous for its forests.
