You can change your clothes so there is customisation.
I don't like the idea that something like this should be expected in a game, this isn't quicksave or some other functionality that is considered critical to modern game design. Game development is a long and complicated process, it isn't easy to just add a haircut system. I'd rather developers focus on things they think will add to their game rather than put in something like this that people think should be in the game.

It's a neat feature to have for sure but not one I've thought about as critical to role playing in the past. Is the disparity that bad between the character creation screen and the in game avatar? Again, I'm not sure that's something I've noticed in other FPS/3rd Person RPG's before.

When I say such a feature is "expected", I don't mean "necessary". It just feels common in games that offer you multiple hair styles at character creation, so I don't think it's unfair to assume such a big budget entry in this genre to have it.
I know this is probably coming across as a bit of a petty thing to criticise, it certainly isn't a deal-breaker for me personally, but just look at the amount of cosmetic microtransactions that invaded the industry over the last decade and tell me that character aesthetics aren't a big deal for a lot of players.
In a game with such outlandish and colourful hairstyles available, you might be forced to match outfit choice to your hairstyle rather than having free reign, if you want to get them looking exactly right for you.You can change your clothes so there is customisation.

I don't see what the problem would be with adding something like looking in a mirror giving you the option to go back into the character creator. That seems like an absurdly simple thing to add.

Game development doesn't quite work like that, even something that seems simple from the outside could be very complicated depending on how the character creator has been coded. Asking the game to suddenly access a certain database could cause all sorts of knock-on effects if the original plan was to have character creation just be a totally siloed thing at the start of the game.

They added haircuts to Witcher 3 post-release. I don't remember CDPR ever making out it was a massive ballache to do so.

I think that given you can customise your cock or boobs in the character creation screen, an expectation of further customisation isn't an outlandish one

Nowhere was I saying that it can't be added just that it isn't necessarily something that is simple to do. Someone adding it as a mod isn't quite the same as they don't really need to check that it doesn't break a load of other stuff.

With this genre of game, it should have been a given from the beginning of development that players can customize their toon any which way, at almost any time in-game. It is an especially glaring error in judgement, due to the fact that the whole idea of a future cyberpunk world is that people can augment themselves to the point of being more cyborg than human. Hell, I should be able to have half my face taken off and look like a Maelstrom punk, if I want.
I know they had a billion things to do in order to get this game out the door, but damned if this isn't a ridiculous oversight on their part.
[edit] I should also be able to loot cosmetic stuff from corpses. I understand that this is indeed an issue with silo'd databases - at least, last time I checked on NEXUS. I would think someone's worked it out, by now. Well, not looting corpses but being able to buy the NPC clothing and whatnot. ffs we were able to loot uniforms in Armed & Dangerous, twenty years ago...

I haven't touched this game in months and I was enjoying it at the time of playing but simply never picked it up again for one reason or another. A little niggle that annoyed me about clothes in the game is I'd find something that looks cool like a jacket but couldn't wear it because a ripped t-shirt I previously found had a better armour rating and you need armour in this game to survive the gun fights. So I walk around looking like a hooker because somehow that's better protection.
Armed & Dangerous 2 was so far ahead of it's time in many ways with most if it's features. The enemy uniforms could be looted as long as there was no blood on them and you had to make sure everything matched up or enemies would start to get suspicious and raise the alarm.
