Sony also announced that Gran Turismo had been pushed back to 2021 due to COVID related issues and Ratchet and Clank for the PS4 would be given away for free between the 1 and 31 of March.

The Eurogamer article seemed to imply that it was free, there's a quote from Sony about having to use the PS4 disc in the drive but it'll download the PS5 version for you.

The Yuffie DLC won't be free though.

Edit:

My mistake, the PS Plus copy won't be eligible for the free upgrade. Anyone who owns it digitally after buying it or has the disc will get the PS5 upgrade for free though.
