I believe it's from someone claiming to have fed a bot a load of Trump's speeches to get it to write its own version.

Although more than likely they have just made it up themselves.

It's probably a fairly close approximation of what would happen if Trump was allowed to write his own speech. Naturally the font would be comic sans and it would be daubed in his own faeces.
