It's so painfully obvious that it's a bad idea, you have to wonder whether it was actually seen by more than one person before being printed. I can understand one person not noticing the problem if they've been on the train of thought that brought them there, but surely the second that it was seen by someone else it should have been picked up. Even without the paedophile allusion, relating public transport to a torpedo is just a stupid idea because it's not only a weapon designed to kill, but it also calls to mind ramming cars out of the way.
So I have to assume that it's intentional, someone going for an "edgy" angle to get it on social media.
Edit: Actually it didn't occur to me that referring to the weight of the tram probably does mean that it's supposed to call to mind ramming cars out of the way. It's an ad to make people avoid the things in the road, not use them. That bit at least makes more sense now.
