There are reasons SCIFs exist, and apps on phones are not viable means of transferring and discussing battle plans. There are also reasons why Signal was used — a non-transcribing unclassified system that conveniently avoids any record requests. The Director of the CIA, the NSI director, Secretary of Defence, among others, are all equally at fault here, but I guarantee they will see nothing of what they would be calling for if Biden's administration had been guilty of this.
