Incidentally, how far down is it to ground level? Is there a balcony or veranda or anything outside the windows? I'm thinking it might be worth a quick exit rather than risk tusslin' with the Redrum boys on the way outside.

There is indeed a balcony! This is outside the door on the southern wall of the mayor's dressing room, where Doc currently is.
